The Federation of Integrated Conflict Management (FICM) is guided by its Global Council, Regional Councils, and Board of Directors.
These bodies determine the organization’s goals, adopt the rules that govern it, and ensure compliance with FICM’s principles.
The Global Council is FICM’s sovereign body. Along with the Board of Directors and founding members (who also form part of the Global Council), it decides, defines, and adopts the organization’s overall strategy, budget, operating regulations, and resolutions.
It is composed of representatives from regions all over the world.
FICM meetings — whether face-to-face or via video conference — are chaired by the FICM Secretary-General.
The Global Council meets once a year to discuss key issues and set priorities for FICM’s work.
The tasks mandated by the Council are executed by the FICM Secretariat.
The Executive Management Board functions as the senior management team of FICM.
It supervises the implementation of decisions made by the Global Council and ensures the smooth operation of the organization.
The Executive Management is responsible for:
Managing FICM programs, budgets, and activities
Overseeing human and financial resources
Ensuring that all outcomes align with the organization’s strategic goals
The Executive Management is appointed by the Global Council and typically consists of:
Executive Director
Chief Operating Officer / Deputy Executive Director
Directors of various regions, specialisms, and practice areas
The Secretariat is a small, dedicated staff body that supports the activities of FICM and executes the priorities determined by the Global Council.
To promote cost efficiency and global collaboration, FICM staff members also work remotely from different regions.
FICM’s global presence is strengthened through its Regional Boards, each led by a Regional Leader.
These boards help FICM expand its reach, engage with members locally, and coordinate with FICM’s central management.
Each Regional Board consists of a minimum of 7 and a maximum of 12 members.
Currently, there are approximately 100 regional chapters under development.
Any FICM member in good standing may self-nominate or be nominated by other members to serve as a Regional Board Member.
Once elected, Regional Board Members select their President/Chair, Vice-President/Vice-Chair, and other officers within the board.

They provide a complete understanding of FICM’s governance structure, decision-making process, and organizational principles.
FICM’s Strategic Plan defines the organization’s goals and objectives for a three-year period.
The most recent strategic plan was approved by FICM in December 2017 and remained in effect until December 2020.
FICM maintains Standing Committees to assist the Board of Directors in implementing different aspects of the strategic plan and other organizational activities.
These committees ensure that the work of FICM remains structured, collaborative, and effective.
