What we stand for. What we actually sell.
The institutional constitution
Not another catalogue of practitioners, a general consultancy, or an institution claiming universal authority over human judgement. An institution that makes properly commissioned, independent, reasoned evaluation easier to understand, commission, deliver, trust and verify.
The fundamental purpose, as proposed in the Institutional Foundation. Strategic recommendations, not yet adopted policy.

To advance the professional practice of neutrality by defining credible standards, recognising qualified professionals, providing independently assessed and verifiable standing, and enabling appropriately structured neutral engagements that help people and organisations understand consequential questions before a course of action becomes entrenched.
§ 01Executive conclusion
One centre. Five pathways. One credential.
One institutional centre
Professional neutrality, with structured Neutral Evaluation as its defining practice.
Neutral EvaluationFive client pathways
Disputes, decisions, continuing relationships, technical determinations and organisational capability.
ServicesOne earned credential
Certified Neutral™, assessed through the Code and the Five-Lens model; Bench selection stays separate.
Certification§ 02The position we own
Precise, not grand.
Independent evaluation before irreversible decisions or escalating disputes.
(Position)
More precise than “the global institution for neutrality”, and more useful than “the future of ADR”. Mediation, arbitration, determination, ombuds and facilitation remain distinct recognised roles, never relabelled as one universal evaluation process.
§ 03Scope
What the institution does, and does not.
Standards, assessment, a register
A standards, recognition and practice-enabling institution.
- Sets its standards
- Assesses professional records
- Maintains an authoritative credential register
- Creates evaluation protocols and model terms
- Supports neutral selection
- Enables learning and research
- Measures service quality with consent and due process
No court, no licence, no guarantee
And it is not a membership club.
- Act as a court or statutory regulator
- Guarantee correctness, settlements or appointments
- License anyone for a regulated activity
- Turn a certification into a professional licence
- Imply global official recognition
- Represent that every independent review is jointly commissioned
§ 04Seven institutional promises
Promises that can be checked.
- 01
Independent in method
Impartiality is a verifiable arrangement of incentives, disclosure, authority and process, not just an adjective.
- 02
Precise about the question
No mandate begins until the subject and expected output can be expressed plainly.
- 03
Competent by context
Knowledge of the relevant law, sector, practice role and jurisdiction is verified for the actual matter.
- 04
Transparent about limits
Uncertainty, missing evidence, minority views, scope and reliance conditions are recorded.
- 05
Separated powers
Commercial operations cannot buy certification, Bench status or favourable professional decisions.
- 06
International but locally lawful
A common ethical floor sits alongside applicable local law and specialist standards.
- 07
Useful over theatrical
Fewer absolute claims; more demonstrable procedures and real commissioning examples.
§ 05An important distinction
Three institutions, legibly separate.
(Boundaries)
TheNeutralsORG™
A standards, recognition and practice-enabling institution. Not a membership club.
UNIONE™
May administer arbitral proceedings under its own institutional rules. Legally distinct.
UNBOUNDED™ ecosystem
A relationship and opportunity layer. Not proof of appointments or certified expertise.
A realistic
definition of proof.
Market fit, credential value and institutional standing are each earned in a different way.
Paid, properly scoped mandates and satisfied repeat commissioners, not traffic or more pages.
A fair evaluation, public standing and recognition by informed market actors, not a fee or a list.
Fair decisions, clear rules and behaviour under difficult cases, not superlatives.
Constitution → service briefs → mandates → rulebook → Registry and Bench → copy.
§ 06Decisions that govern the next build
Direction, and the proof each claim still needs.
