Certification Regulations

The binding regulations governing Next-Gen Neutral™, Accredited Neutral™, and Fellow of The-Neutrals.ORG™ certification — eligibility, assessment, ongoing obligations, suspension, and revocation.

These Certification Regulations set out the eligibility criteria, assessment process, ongoing obligations, and grounds for suspension or revocation of Next-Gen Neutral™, Accredited Neutral™, and Fellow of The-Neutrals.ORG™ certification. They are binding on all applicants and certified practitioners.

Part 1 — Next-Gen Neutral™ Certification

1.1 Eligibility

To be eligible for Next-Gen Neutral™ certification, an applicant must:

  • Hold a professional qualification in law, dispute resolution, mediation, arbitration, HR, commercial practice, or an equivalent recognised professional field; and
  • Demonstrate commitment to entering the neutral profession (no minimum practice requirement — open to early career professionals and career-changers); and
  • Complete the Foundation Certificate in Conflict Management (or approved equivalent), including the INDS™ methodology training component; and
  • Commit to The-Neutrals.ORG™ Code of Ethical Conduct.

1.2 Assessment

Next-Gen Neutral™ assessment comprises: a practical neutral observer exercise assessed by an Accredited Neutral™ or Fellow; a written examination covering INDS™ methodology, ethics, and professional conduct fundamentals; and a review of qualifications and references.

1.3 Annual obligations

  • Minimum 10 hours continuing professional development (CPD) per year in ADR, INDS™, ethics, or sector development
  • Annual renewal declaration confirming compliance with the Code of Ethical Conduct
  • Payment of annual renewal fee
  • Access to mentoring pathway — at least one mentoring conversation per year recommended

Part 2 — Accredited Neutral™ Certification

2.1 Eligibility

To be eligible for Accredited Neutral™ certification, an applicant must:

  • Hold current Next-Gen Neutral™ certification or equivalent recognised professional neutral qualification; and
  • Have a minimum of 5 years of relevant professional experience (legal, HR, commercial, dispute resolution, or equivalent); and
  • Demonstrate applied competency in neutral evaluation, mediation, or other ADR processes; and
  • Complete the Advanced Certificate in Conflict Management (or approved equivalent), including the advanced INDS™ assessment at Accredited Neutral™ standard; and
  • Submit two case references from supervised neutral assignments or professional endorsements.

2.2 Assessment

Accredited Neutral™ assessment comprises: a supervised neutral evaluation review; an advanced examination at Accredited Neutral™ standard; a structured professional interview; and an independent assessment of professional experience and conduct record.

2.3 Annual obligations

  • Minimum 20 hours CPD per year, including at least 5 hours in INDS™ methodology or ethics
  • Annual renewal declaration confirming compliance with the Code of Ethical Conduct
  • Eligible for inclusion in The-Neutrals.ORG™ public directory
  • Payment of annual renewal fee

Part 3 — Fellow of The-Neutrals.ORG™ Certification

3.1 Eligibility

To be eligible for Fellow of The-Neutrals.ORG™ certification, an applicant must:

  • Hold current Accredited Neutral™ certification for a minimum of 3 years; and
  • Have a minimum of 10 years of senior professional experience with substantial neutral practice; and
  • Demonstrate exceptional contribution to the neutral profession (publications, training, leadership, innovation, or institutional development); and
  • Submit three peer nominations from existing Fellows of The-Neutrals.ORG™; and
  • Complete a Fellow-level portfolio review and professional interview.

3.2 Assessment

Fellow assessment comprises: a portfolio review of professional contributions; a structured peer interview conducted by two existing Fellows; a review of CPD and mentoring activity; and an independent assessment of professional standing and conduct record.

3.3 Annual obligations

  • Minimum 30 hours CPD per year, including at least 10 hours of mentoring or supervision of Next-Gen Neutral™ or Accredited Neutral™ candidates
  • Annual renewal declaration confirming compliance with the Code of Ethical Conduct
  • Participation in at least one Fellow community or governance activity per year
  • Priority access to panel appointments and thought leadership initiatives
  • Payment of annual renewal fee

Part 4 — Suspension and Revocation

Certification at any tier (Next-Gen Neutral™, Accredited Neutral™, or Fellow of The-Neutrals.ORG™) may be suspended or revoked by the Global Council on the following grounds: breach of the Code of Ethical Conduct; failure to meet annual CPD or renewal obligations; conduct bringing TheNeutrals.ORG™ into disrepute; failure to cooperate with a governance investigation; material misrepresentation in application or renewal; or any other conduct incompatible with the standards required of a certified neutral.

All suspension and revocation decisions are subject to due process — the neutral is given opportunity to respond before any determination is made. Appeal lies to an independent panel appointed by the Global Council.
