Matthew Finn, a Senior Managing Director at Ankura in London, has been appointed over 150 times as an expert witness in quantum (damages) for construction matters. He has provided oral evidence in UK litigation and high-value international arbitrations (up to $10 billion) under both traditional cross-examination and concurrent evidence, or \'hot-tubbing\'. He is regularly appointed as an expert under CPR Part 35 in UK litigation and international arbitration under ICC, SIAC, UNCITRAL, LCIA, SCC, and PCA rules, as well as in mediation and adjudication. Recently, he testified to a highly experienced Tribunal on “…one of SIAC\'s largest arbitrations in its history, involving many complicated claims and issues..”.
Matthew has been recognised in Lexology in Arbitration, Energy, Quantum and Delay, and Construction chapters in publications from 2018 to 2026. He is ranked as a Global Elite Thought Leader in Construction – Quantum, Delay and Technical. He was the sole winner of the Arbitration Expert Witnesses UK at Lexology’s Client Choice Awards 2021. Matthew co-authored the ICE publication “Early Contractor Involvement: Improving the Management of Contract Risk,” the first book on ECI in over 15 years. This work addresses risk management for giga and mega infrastructure projects under the NEC4 secondary option (X22).
Matthew has extensive experience as a quantum expert witness across various sectors, including building, civil engineering, nuclear, rail, oil and gas, and building services. As a chartered quantity surveyor and chartered construction manager, he has worked in both consulting and contracting organisations. His project portfolio includes collaborations with major contractors and consultancies for private, corporate, and public clients. Besides his expert witness appointments, Matthew is a certified civil and commercial mediator, construction adjudicator, and both international and domestic arbitrator, sitting on over 30 global panels. He is an accredited member of the Academy of Experts (MAE), the Expert Witness Institute (MEWI), and a RICS Accredited Expert Witness, included on the expert referral panel. He has completed the Legal Experience Training Advanced Professional Award in Expert Witness Evidence (LETAPAEWE) and is a practitioner for Dispute Boards MENA (Middle East and North Africa).
